Determinants of decentralization of health policy in Brazil

Abstract

The article analyzes the economic and political conditions in the
process of decentralization of public health policy in the state of Piauí, in the period from 1997-2005, based on theoretical Marta Arretche formulations. It aims to determine how these factors influenced the decision to license the state provided full management control of the State System of Health for the periods 1997-2001 and 2002-2005. It is research based on data provided by IBGE and the Departments of Treasury and State Planning and semi-technical managers and with our entire health care. It was found that the qualification in GPSE action was due to deliberate policy of the federal government and state executive and non-state economic conditionalities. Therefore, the political constraints were instrumental in enabling the state.
